Preheat oven to 350 degrees Fahrenheit
Combine rolled oats, cocoa powder, baking soda, and salt in a food processor. Pulse until oats nearly become a flour.
Add the rest of the ingredients except the chocolate chips and process until smooth.
Stir in chocolate chips. Pour batter into a greased 8 x 8" cake pan.
Bake for about 25 minutes, until set.
